Floor 70 ยท 283mThe undisputed queen of Business Bay's sky-high dining. Fi'lia is perched on the 70th floor of SLS Dubai and presided over by executive chef Sara Aqel โ the first female-led Italian kitchen at this altitude in Dubai. The food would be remarkable at ground level. At 283 metres, with the Burj Khalifa filling your window and the Dubai skyline stretching to the Gulf, it becomes something genuinely extraordinary. The handmade pasta is exceptional, the wood-fired branzino is among the best fish dishes in Dubai, and the burrata served with heirloom tomatoes from the house growing programme (AED 89) sets the standard. This is not just Business Bay's best rooftop โ it's one of the finest dining experiences in the UAE.
Prime68 โ SLS Dubai
Floor 68 ยท 275mTwo floors below Fi'lia, Prime68 earns its place as one of Dubai's best steakhouses on pure culinary merit. The views are fractionally lower but no less spectacular; the crowd is slightly older, slightly louder about money. The dry-aged USDA Prime is the backbone of the menu โ the 400g striploin (AED 450) with bone marrow butter and truffle shavings is the dish to order. The Japanese A5 Wagyu tomahawk for two (AED 1,100) is the drama order, for birthdays and deal-closings. The bar programme is serious and the wine list has depth beyond the usual hotel cellar.
High Society โ The Lana
Floor 30 ยท 120mThe Lana Dorchester's rooftop feels like a Parisian private members' club that somehow landed in Business Bay. Jean Imbert, the Michelin-starred chef who reinvented Maxim's in Paris, brings a refined European sensibility to a menu of luminous small plates. The wagyu beef tartare (AED 185) with black truffle vinaigrette is impeccable. The view, though lower than the SLS options, is arguably better framed โ you're looking directly at the Burj Khalifa at a level that lets you appreciate its taper. The Champagne trolley is a genuinely good idea.
Treehouse โ Taj Dubai
Rooftop ยท 75mThe rooftop that made Business Bay a destination for Dubai's social set, and still one of the best. The outdoor terrace is one of the prettiest in the city โ strung with Edison bulbs, draped with lush greenery, and designed for lingering. The food is Mediterranean sharing plates done with genuine care: the hummus and lamb kofta board (AED 72) is the starter to order, the mezze selection is more thoughtful than most. The cocktail programme, especially the signature Treehouse Sour family, is excellent. Best between 7pm and 10pm when the city lights are at their finest.

ROKA Business Bay Terrace
ROKA's outdoor terrace has direct Burj Khalifa views and serves its full robatayaki menu outside. The black cod with yuzu miso on the terrace at dusk is one of Business Bay's great dining experiences. Book the terrace specifically โ the indoor section has different energy.
Privilege Pool Club โ SLS Dubai
Technically the world's highest overflow pool at floor 75 (325 metres), Privilege is less a restaurant and more an experience โ cocktails, light bites (the wagyu sliders are AED 125), and the most outrageous pool selfie in Dubai. Visit on a sunny weekday to avoid the weekend crush.
Cabana โ Hyde Dubai
Hyde Dubai's rooftop pool bar has Burj Khalifa views, a relaxed California-inspired menu of burgers, tacos and grilled proteins, and private cabana hire from AED 500 minimum spend. Best for daytime lounging or a casual early evening before dinner elsewhere.
Canvas โ W Hotel Business Bay
The W Hotel's rooftop terrace is more intimate than its SLS neighbours and the menu โ Mediterranean plates, good grilled proteins, a solid wine list โ is reliably executed. The crowd is mixed residents and hotel guests. Good for a weeknight dinner without the booking stress of the big names.
Tesoro โ Taj Dubai
Taj Dubai's Italian restaurant occupies a beautiful terraced space that looks across to the Burj Khalifa. Less grand than Fi'lia but considerably easier to book. The handmade pasta (AED 95โ125) and thin-crust pizza are genuinely good; the tiramisu (AED 55) is better than the space demands.
The Eloquent Elephant โ Taj Dubai
The most relaxed rooftop in Business Bay โ a proper British-style pub sitting on the Taj Dubai's lower terrace with unobstructed Burj Khalifa views. Fish and chips (AED 85), proper pies, Sunday roasts, and the best pints in Business Bay. Come here when Fi'lia is out of budget.
